Share this:Click to share on Twitter (Opens in new window)Click to share on Facebook (Opens in new window)Like this:Like Loading… Relatedlast_img read more

Taxes rising in Stonecrest

first_imgCANYON COUNTRY – The county has been undercharging homeowners in a Canyon Country neighborhood for maintaining common areas and plans to charge them an additional $200 a year to bridge the gap. The tax, which pays to maintain hillsides and street medians, has been a point of contention among some Stonecrest residents, with those opposed to annexing to the city of Santa Clarita trumpeting the likelihood of lower costs under county control. In recent years, many Stonecrest residents have grown comfortable with the $400-some annual fee charged by the county, not realizing a credit was applied toward the actual $700 charge. The credit soon will vanish. “The reason the county was able to credit the homeowners that much is the county’s fund balance reserve was great enough to cover some of the costs of maintenance in that area,” said Imee Perius, a spokeswoman for the Los Angeles County Department of Parks and Recreation. The fund has been depleted, she said. The cost of providing service in 2005-06 is expected to surpass assessments collected by $125,000. In 2004-05, expenses topped assessments by $127,000, she said. From 2002 to 2005, property owners paid $413 because they were credited $287. In 2005-06 the charge increased to $497 because the credit dropped to $203. The 631-home community comprises Upper Stonecrest, whose common areas are maintained by a homeowners association, and Lower Stonecrest, whose medians and hillsides are maintained by the county. If Stonecrest is annexed to Santa Clarita, city officials have said they would match the county’s current fee as long as maintenance costs are covered. A cost-of-living increase of about 3 percent a year could be triggered if the fee reaches the $700 cap, and the sum would be compounded. The county has capped the fee at $700 yearly. Some who have protested the annexation praise the county’s fiscal operations and predicted the city would charge more for services. City-maintained landscape maintenance districts can adjust fees to keep pace with inflation. In a vote held last year to gauge Lower Stonecrest residents’ views on the matter if the area is annexed, a majority approved an increased fee in line with the Consumer Price Index, said Kai Luoma, a senior planner for the city. “If fees can’t go up to match increases in inflation, services will decrease because funds will not be there to cover an increase in the cost of services,” Luoma said earlier. In 10 years, with an average increase of 3 percent a year, the fee would rise $240. Luoma has said that would be offset by the approximate $200 annual utility tax the county charges but the city does not. Annexing Stonecrest would be a masterstroke for the city because the tract is the nearest to the planned Cemex sand and gravel mine, a project city officials have spent $5.5 million battling.
